I joined KIIP Level 5 through my TOPIK Level 4 certificate?
I joined KIIP Level 5 through my TOPIK Level 4 certificate. My teacher says if I fail the exam, I need to take the entire class again. Is this true? Can I retake just the exam?

Your teacher is largely right: for KIIP Level 5, passing depends on both attendance and the final evaluation, and if you fail the final comprehensive assessment you generally have to retake the level rather than just the single exam, though policies allow a limited re-sit in some cases. There is usually one supplementary or re-test opportunity depending on your center and the year's rules, so ask your center administrator specifically whether a re-exam (재시험) is offered before assuming you must repeat the whole class.
