Can foreigners get a K-Pass for transit refunds? I commute from Suwon to Pangyo
I work at an IT company in Pangyo on an E-7 visa and live in Suwon, so I commute every day by intercity bus and the Shinbundang Line. I heard the Climate Card does not cover Gyeonggi routes, so I am looking at the K-Pass instead, and I want to know whether I can sign up with my alien registration card.
I came from China less than a year ago and my only Korean card is a Hana Bank debit card. Can I apply with that card, and where does the refund actually get paid?

Yes. Foreign residents can use the K-Pass. You can sign up as long as you have an alien registration number, and your commute by intercity bus and the Shinbundang Line is covered, because Gyeonggi-do is part of the Seoul metropolitan refund area. The catch is that your current regular Hana Bank debit card will not work on its own. You need a card that has the K-Pass function built in.
It takes two steps. First, get a K-Pass card. Hana Card issues a "K-Pass Hana check card", so you can apply at the bank you already use, and other issuers such as Shinhan, KB Kookmin, Woori, Samsung, Hyundai, Lotte and NH NongHyup also offer K-Pass cards. Once the card arrives, register on the K-Pass website (korea-pass.kr) or app. Where the form asks for a resident registration number, enter your alien registration number, then verify your identity, for example with mobile phone verification. Having the card alone pays nothing: no refund is made until you complete this registration, so do not skip it.
Refunds are paid in the following month through your card company, once you have used public transport 15 or more times in a month. The basic refund rate is 20% for general users and 30% for young adults. The system also calculates the flat-rate option (the Modu Card) and automatically pays whichever of the two is larger. In the Seoul metropolitan area the flat-rate threshold is 62,000 won for the standard type and 100,000 won for the plus type. Whether the refund arrives as points, a statement credit or a bank transfer depends on the card company, so check that when you choose a card.
A daily round trip between Suwon and Pangyo passes 15 rides quickly, so the condition should not be a problem for you. If the address check fails during registration, or identity verification does not go through with your alien registration card, call the K-Pass customer center at 031-427-4415. Refund rates and thresholds are adjusted from year to year, so check the current figures on the website before you sign up.
