I've been living in Korea for several years on a permanent residency visa. Someone told me I might be able to vote in local elections. Is that true? What other forms of civic participation are available to foreigners in Korea?

Yes, this is one of the perks I appreciate as an F-5 holder. Permanent residents who have held F-5 for 3 years or more and are registered in the local resident roll can vote in local (regional) elections, though not in national or presidential elections. Beyond voting you can join residents' committees, submit civil petitions through your district office or the government e-People portal, and take part in Multicultural Family Support Center and Global Center programs. Check your eligibility and registration at your gu office before an election.
