If you pay separately, electricity is KEPCO (한국전력) and you can register or transfer the account by calling 123 or through their site. Gas is your regional city gas company, like Seoul City Gas, and they usually send a technician to open the valve and check the meter, so book that a few days before move-in. Water is billed by your district office (구청) and is often bundled into the management fee. For internet, the big three are KT, SK Broadband, and LG U+, and you can sign up online or by phone with installation usually within a few days. The real shortcut is to ask your landlord or real estate agent (부동산) what is already connected, since many places keep the gas and electricity accounts active between tenants and you just transfer the name into yours.
