D-2 students with Woori Bank cards being declined overseas is unfortunately very common, and it's almost always due to one of three issues. First, the daily international transaction limit on student accounts is set very low by default (often 0 or 100,000 won per day). You need to call Woori at 1599-2288 (English support 9am-6pm) or visit a branch with your ARC and student ID to raise this limit. Second, overseas use must be specifically activated. Many cards are blocked from international use until you turn on the 해외이용 (overseas usage) option through the Woori WON Banking app or by visiting a branch.
Third, even check cards (debit cards) on student accounts have foreign currency conversion limits tied to your remittance limit. The default annual limit for D-2 visa holders is 50,000 USD outbound (이체 한도), which sounds high but resets only annually and includes ATM withdrawals abroad. Solutions: get a separate Wise (formerly TransferWise) card or Revolut Korea account for overseas spending with much better exchange rates and no daily blocks. Apply for the GLN International app, which works at most overseas Visa terminals via your Korean account. For ATM withdrawals while traveling, Toss Card and KB MyCheck are more travel-friendly than Woori. Always notify Woori of upcoming travel through the app's 해외여행등록 menu, since fraud detection can also block transactions if it sees unfamiliar locations.
